Retrofit Initiatives


The ‘Warm Homes, Greener Homes’ Strategy lays out the task facing the housing sector- both private and Registered Providers (‘RPs’ - Local Authorities/Housing Associations). The new Coalition Government has indicated that it sees the previously established carbon reduction targets as a priority to deliver on, and the UK’s housing stock will have a major role to play in this. The new Government has confirmed that Registered Providers will be expected to lead on delivery of retrofit and to help to establish a market that can then deliver to the private sector.

Fusion21’s innovative model was created to meet the challenge of the Decent Homes Standard some 10 years ago. The model works by separating the procurement of materials from installation, amalgamating demand, work-smoothing and selecting products from a focussed range of options; it has been able to drive economies in the supply chain.

We have teamed up with Procurement for Housing, and are developing the product specifications that will enable us to establish frameworks with suppliers. The inclusion of so many landlord bodies with a target to achieve the Warm Homes Standard by 2020 should ensure large orders and drive down unit costs.
 
The installation contracts will focus on delivering regionalised solutions, so that SMEs are encouraged to compete for the work. The installers will be obliged to up-skill their current workforce or take on new graduates suited to the work undertaken. At the same time, we are seeking to partner with suitable training providers throughout the country. These will deliver courses exceeding the level required by MCS, and will supply trainees to installers to suit the programmes of work they are undertaking.

Over the past decade, Fusion21 has ensured its model continues to seek out and reduce waste. We want to apply this to retrofit and, we believe, if we are able to operate in a transparent procurement and commissioning environment, this can be achieved. The scale that can be achieved in forming the partnership with Procurement for Housing will enable this framework to be a key element in making the market and developing it for rollout of the Registered Providers’ retrofit programme and, after that, the programme for the Nation’s wider housing stock.
